Level 1: split whole panel (S0). Level 2: split each Level-1 quadrant (S_NW..S_SE).
“5th quadrant”: choose which Level-1 quadrant (Q5), then take the single largest Level-2 rectangle inside it, and apply Level-3 split (S5).
Total: 4 × 4⁴ × 4 × 4 = 16,384.
